Having one or more programmers review the source code of a program written by someone else. Peer review produces much better code, since others have already tried to understand it. Indecipherable routines are eliminated before they get buried into the fabric of the program. See open source.

The 'Journal of Embedded Computing' is a refereed international journal, providing an international forum to report, discuss and exchange experimental or theoretical results, novel designs, work-in-progress, experience, case studies, and trend-setting ideas.
I refereed their semifinal game last season,'' Highland coach Juan Paolo said.
That might, but probably doesn't, mean that this is an accredited refereed journal.
