The old-style ramp control valve, NSN 4820-00-158-5411, had external relief valve and was replaced in the early '90s.
Generally speaking, if the water flowing from the seep is clear, it's acting like a pressure relief valve and may not be of immediate concern.
As long as California acts as a giant relief valve, Mexico won't change.
