| The ENS service is free, bridging primary and secondary health care. Those intermediaries-whether called HMOs or sickness funds or group practices or family doctors-need to have every incentive to buy more complicated secondary health care from efficient competitive hospitals and specialists at the cheapest available price. Choice and equity of access to primary and secondary health care services is a priority within all aspects of the NHS, however it must be recognised that for some people access to health care can pose difficulties. |
