The concrete with lower strength determined by the site investigation was located only at a certain section, whose location was measured and given as the elevation from the bottom of the columns; hence the calculations were based on determining the load carrying capacity of the column at this section.
The borough council is starting "routine site investigation works" on land with a former industrial past.
They are alright doing the site investigations or factual reports but the problem is that they then make interpretations from these reports without adequate knowledge of the whole project.
