Taking a dim view of Mayor James Hahn's proposals to reform campaign financing in Los Angeles, officials from the city Ethics Commission questioned Tuesday whether parts of the plan would be practical, enforceable or even legal. Taking a dim view of such goings-on, the Chicago City Council recently approved an ordinance that threatens building owners and managers who knowingly allow raves on their property with jail terms of up to six months.
