Canada's high court on Friday ruled that Wal-Mart was within its rights to close a store in Quebec, soon after it became the first in North America to be unionized in 2005.

Under the Economic Recovery Project Labor Agreement (PLA) the cost of private unionized construction is expected to decline by an average of 16-21% at each location through work rule changes accepted by labor and from reduced profit margins and other concessions accepted by construction contractors.
