Another retail vote fraud technique, this one used by vote counters, is "the short pencil"--where a vote counter conceals pencil lead under a fingernail to make additional marks on a ballot in order to invalidate one or more votes by causing "over-votes.
The devices range from high-tech electronic vote counters that record choices on magnetic disks, to punch-card ballots, in which a stylus is used to punch a hole next to a candidate's name (see chart, page 15).
The high-profile and heated rerun of the Screen Actors Guild elections drew what is likely a record turnout, officials said, leaving vote counters scrambling late Friday to tally thousands of ballots.
