Cerar, Miro(Miroslav Cerar, Jr.), 1963–, Slovenian lawyer and political leader, b. Ljubljana. After earning a law doctorate from the Univ. of Ljubljana, he became a professor of constitutional law there. Following Yugoslavia's breakup, he helped draft Slovenia's constitution (1990–91); he also served as a legal adviser to the national assembly for many years. In 2014, despite not being previously politically active, he formed the Miro Cerar (subsequently, Modern Center) party, and after elections that year became prime minister of a three-party center-left government. After the supreme court ordered (2018) a new referendum on an infrastructure project because the government's strong backing of it had breached campaign rules, Cerar resigned as prime minister.
