1. Converting an expression into a value using some reduction strategy.

2. The process of examining a system or system component to determine the extent to which specified properties are present.

evaluation

a practice aimed at assessing worth or value, particularly of projects and services. The process can be viewed as objectively measuring value using quasi-scientific methods (see PERFORMANCE INDICATORS, AUDIT) or conversely, more subjectively-orientated reports and commentaries, especially drawing on QUALITATIVE RESEARCH TECHNIQUES. A further distinction can be drawn between evaluation which takes place during the lifetime of a programme, with the aim of improving the way in which it operates (see FORMATIVE EVALUATION) and evaluation that takes place at the end of a project or fixed period of time, and retrospectively states how well it has performed (see SUMMATIVE EVALUATION). The need for accountability -including evaluation – has increased as a result of THATCHERISM e.g. the introduction of the PURCHASER PROVIDER SPLIT, especially in welfare services formerly provided by the public sector.
