FFmpeg

(Fast Forward MPEG) An open source multimedia project for working with audio and video. Based on the "libavcodec" A/V codec library and "libavformat" multiplexing framework, FFmpeg is a command-line utility that can encode and decode a variety of media formats. Started in 2000 by Fabrice Bellard, FFmpeg can be compiled to run under all popular operating systems.

A quick glance at design and engineering questions on Stack Overflow (go2sm.com/stackoverflow) shows that solutions built around audioconferencing codecs--even for fairly ubiquitous player options, like ffmpeg and its ffplay player component--require some level of transcoding, since ffplay recognizes G.711 but not G.729 streams.
I also tested decode on the Intel NUC using the same two files, displaying the PERSEUS file via V-Nova's Linux decoder and playing the HEVC and H.264 files using FFplay. I recorded 1 minute of playback in System Monitor.
