Herbert, Hilary Abner

(1834–1919) secretary of the navy; born in Laurens, S.C. As a confederate officer he fought in numerous Civil War battles (1861–64). He became a congressman (1877–93) and the secretary of the navy (1893–97). He promoted the construction of battleships and torpedo boats.
