Howard, Jacob Merritt

(1805–71) U.S. representative/senator; born in Shaftsbury, Vt. A lawyer in Detroit, Mich. (1833–62), he was a Whig congressman (1841–43) who later helped organize the new Republican Party. As a senator (1862–71) he favored harsh reconstruction measures.
