The Regulation transposes into Community law the provisions of the 1987 Montreal Protocol on ozone-depleting substances, according to which production of chlorofluorocarbons, other fully-halogenated chlorofluorocarbons, halons, carbon tetrachloride, trichloro-1,1,1-ethane and hydrobromofluorocarbons
is banned except for derogations with a view to essential uses and in order to meet the parties' essential domestic needs.
It applies more specifically to producing, importing, exporting, marketing, using, recovering, recycling, regenerating and destroying chlorofluorocarbons (CFCs), other fully halogenated chlorofluorocarbons, halons, carbon tetrachloride, 1,1,1-trichloroethane, hydrobromofluorocarbons
In accordance with Regulation 2037/00/EC on substances that deplete the ozone layer, the production of chlorofluorocarbons, other fully halogenated chlorofluorocarbons, halons, carbon tetrachloride, 1,1,1-trichloro-ethane and hydrobromofluorocarbons
is prohibited except for permitted essential uses.
