This is puzzling, because all that is necessary to comply with the above four-year old law is to blank out certain identifier data elements, such as practitioner name, license number, etc., and the computer hardware and software is all standard IBM format. If HHS supplies a computer tape of Data Bank reports without identifiers, outside researchers could have it analyzed in a few weeks.
