Many codes (ICBO 1997; AIJ 1999; SEAOC 1999; IBC 2003; EC 2004; ASCE 2005; ECP-203: 2004, 2007; ECP-201: 2008) recognize that the period of vibration from the simplified period-height equation is more realistic, having been directly obtained from the measured periods of vibration of buildings subject to earthquake ground motions (Goel, Chopra 1997; Ghosh, Fanella 2003), but that when higher modes are important (in tall and/or irregular structures) the modal response spectrum method gives a more realistic profile of the lateral forces.

The organizations that became ICC were the Southern Building Code Congress International, Building Official Code Administration, the International Council of Building Officials (ICBO), and the Council of American Building Officials.
Until recently, America had three primary model building codes, each produced by a separate organization: the National Building Code published by the Building Officials & Code Administrators (BOCA); the Uniform Building Code, by the International Conference of Building Officials (ICBO); and the Standard Building Code (formerly the Southern Standard Building Code), from the Southern Building Code Congress International (SBCCI).
The founders of ICC, the Building Officials and Code Administrators International (BOCA), International Conference of Building Officials (ICBO), and Southern Building Code Congress International (SBCCI), should be complimented for a job well done.

Ironically, California is where the ICBO (International Conference of Building Officials) is located, and home to the SEAOC (Structural Engineers Association of California), two organizations that played a very large role in the writing of the unified IBC 2000 standard.
