"For officers to qualify for payment in this category, they must present their degree certificates to the inspector general, the
deputy inspector general and Director in criminal investigations respectively for processing, and submission for consideration and authentication," he said.
Without the inspector general, the
auditing and investigation of municipal operations could be ignored, leading to needless expenditure of public funds.
Two separate government reports, one from the Department of Labor's Office of Inspector General, the
