Rainey, Joseph (Hayne)

(1832–87) U.S. representative; born in Georgetown, S.C. A barber with little formal education, he was the first elected black U.S. congressman (Dem., S.C.; 1871–79), afterward working as a banker and broker in Washington, D.C.
