The history of this holiday goes back to the year of 1990 when the Supreme Council of the Russian Soviet Federative Socialist Republic adopted the Declaration of State Sovereignty of Russia.
On June 12, 1991 the first Congress of People's Deputies of the Russian Soviet Federative Socialist Republic adopted a Declaration on the state sovereignty of Russia, which at that time was still part of the former USSR.
On 12 June 1991 he was elected president of the Russian Soviet Federative Socialist Republic with 57% of the vote, becoming the first popularly elected president.
Since that moment Kyrgyzstan exited the Russian Soviet Federative Socialist Republic and entered the USSR on an equal and voluntary footing.
