Indeed, in 1987, the authors of Our Common Future (also known as the Brundtland Report), published by the UN World Commission on Environment and Development, concluded that "serious consideration should be given to the development of a special international banking programme or facility linked to the World Bank." Based on that report, the World Resources Institute came up with a recommendation for an International Environmental Facility.
