On the western border of IA; established Jan 15, 1851 from Indian lands. Name Origin: For Levi Woodbury (1789-1851), governor of NH (1823-24), U.S. senator (1825-31; 1841-45), U.S. secretary of the navy (1831-34), U.S. secretary of the treasury (1834-41), and U.S. Supreme Court Justice (1845-51)

    Haynes died Sunday at age 87 in a Seattle-area hospital, said Gary Brown, an emergency services director for Woodbury County, Iowa. Brown confirmed the death with Haynes' daughter.
