Light was the visible equivalent of Zero, "a zone of silence and of pure possibilities for a new beginning as at the count-down when rockets take off--zero is the incommensurable zone in which the old state turns into the new," as Piene wrote in 1964 (in one of many primary texts available in translation in the catalogue).
But these next-generation reforms might, among other benefits, remind elected officials that they can no longer operate in a zone of silence, confident that their actions will go unchallenged.
Walking along a meandering footpath sometimes within earshot of a noisy motorway, as we did, creates the impression of being in a parallel zone of silence, a feeling of quiet communion with nature and with one another, an experience of praying with your feet, eyes wide open.
