Digital NTSC TV. 4fSC, which stands for "4 times the subcarrier frequency," is the common method for digitizing NTSC signals. In the 1950s, a color subcarrier of 3.579545 MHz was combined with the black and white TV signal in order to add color. Four times that number is 14.318 MHz. See NTSC.
