Article 215 of the ConstiAtuAtion in its amended form reads: 'The Commissioner [and a member] shall, subject to this Article, hold office for a term of five years from the day he enters upon
his office.' A proviso to the article reads: 'Provided that two of the members shall retire after the expiration of first two and a half years and two shall retire after the expiration of the next two and a half years: Provided further that the Commission shall for the first term of office of members draw a lot as to which two members shall retire after the first two and a half years.'
No civil proceedings in which relief is claimed against the President or a Governor shall be instituted during his term of office in respect of any thing done or not done by him in his personal capacity whether before or after he enters upon
his office unless, at least sixty days before the proceedings are instituted, notice in writing has been delivered to him, or sent to him in the manner prescribed by law, stating the nature of the proceedings, the cause of action, the name, description and place of residence of the party by whom the proceedings are to be instituted and the relief which the party claims.
(a) A person is guilty of a gross misdemeanor who: (1) enters upon
another's property; (2) surreptitiously gazes, stares, or peeps in the window or any other aperture of a house or place of dwelling of another; and (3) does so with intent to intrude upon or interfere with the privacy of a member of the household.
