free rider

a person who gains from a collectively provided benefit without bearing any of the costs of gaining this. In a seminal text, M. Olson, The Logic of Collective Action (1965) employs the prisoner's dilemma game (see THEORY OF GAMES) to indicate that, where the group is large and any benefits of COLLECTIVE ACTION cannot be withheld from non-participants in the action, it will be rational’ for individuals to free ride.
