In air traffic control terminology, if transmitted by a pilot, it means, “Permission to line up on the runway for a takeoff.” The ATC (air traffic control) may clear the aircraft for takeoff at this stage itself or grant permission to do so later. If transmitted by the ATC, it means that the pilot is permitted to line up on the runway and await a takeoff clearance.
