(1) Optical discs that permanently hold their content. In this case, permanent means "permanent forever." See CD-ROM and DVD-ROM.

(2) Optical, magnetic and solid state media that hold their content without power. In this case, permanent means "permanent until changed." See magnetic disk, optical disc and SSD.
