An airspace of defined dimensions identified by an area on the surface of the earth within which flight is prohibited, except as authorized by governmental authority.
An area within which no vessels may be navigated, except as authorized by governmental authority.

prohibited area
An airspace of defined dimensions, above the land areas or territorial waters of a State, within which the flight of aircraft is prohibited (ICAO). It is denoted by the letter P on aeronautical charts and shown as
. On some charts, prohibited areas are shown by a crosshatch pattern
. Aircraft may not fly in a prohibited area, the particulars of which have been duly published, except in accordance with the conditions of the restrictions or by permission of the state over whose territory the areas are established.
