the process of levelling of income and personal wealth through TAXATION and welfare benefits.

Debate has centred on the extent to which redistribution actually takes place, even where the expressed intention of government is a measure of levelling. Within the UK, for example, it would appear that the working class is more dependent on welfare benefits than the middle class. However, if all benefits are counted and contributions to National Insurance, income tax and various forms of local and indirect taxation are taken into account, they may contribute as much as, or more than, they receive. The debates are technical and much depends on the variables admitted to the discussion. There are, for example, clear class differences in the consumption of education, health and housing, all of which are in some sense subsidized by the state, and which may be taken into the reckoning.
